PM Says Government is committed to Orderly Development

Portia Simpson, is assuring that the administration is fully committed to orderly community development, and renewal. “I do not believe in just (undertaking) development here and development there, without properly planning its execution. And, I am not only concerned about our urban centres and cities, I have a concern about rural development as well, if we are to move the country forward,” she stated, while addressing the first in a series of parish meetings, jointly hosted by the Ministry of Local Government and Community Development, and its agency, the Social Development Commission (SDC), at the Jose Marti High School in St. Catherine, recently. The Prime Minister emphasized, however, that the Government’s efforts at development would not successfully yield significant benefits to the nation, without the involvement of stakeholder leaders in the communities. “It is (tantamount to us saying that) somebody else is to do something in our community, but we are not prepared to unite to do some of the things to encourage others to give assistance to our communities. And so, the Social Development Commission (is) undertaking these town hall meetings, so that we can discuss our renewal programme. So give us the opportunity now, to work with you to have serious development of this country,” she urged. The meeting was one in a series of fora, to be held under the theme: ‘Government and Governance’, which will provide Prime Minister Simpson Miller, and other members of the Cabinet and Government, with the opportunity to engage the public in discussion, on a range of topical issues. These fora will also provide an opportunity for relevant government agencies to provide updates on programmes and initiatives, specific to the local and parish levels. House Begins Debate on Trust Act

first_img Debate on the Trust Act, which seeks to create a modern statutory instrument as it relates to the most pertinent principles of Trust law, began in the House of Representatives on July 10. “Presently, the regulations of the conduct of Trustees is governed by the Trustee Act, a statute that was enacted in 1897, which is not in sync with today’s commercial climate and the common law,” Mr Vaz said. Opening the debate on the Bill, Minister without Portfolio in the Ministry of Economic Growth and Job Creation, Hon. Daryl Vaz, noted that there is no statute that provides for the establishment of governance of Trusts in Jamaica. Debate on the Trust Act, which seeks to create a modern statutory instrument as it relates to the most pertinent principles of Trust law, began in the House of Representatives on July 10.The legislation addresses the creation, validity, duration and enforceability of Trusts; identifies the property that may be held on trust; and establishes the procedure for the appointment and removal of Trustees.Opening the debate on the Bill, Minister without Portfolio in the Ministry of Economic Growth and Job Creation, Hon. Daryl Vaz, noted that there is no statute that provides for the establishment of governance of Trusts in Jamaica.“Presently, the regulations of the conduct of Trustees is governed by the Trustee Act, a statute that was enacted in 1897, which is not in sync with today’s commercial climate and the common law,” Mr Vaz said.He noted that in modernising the law in relation to Trusts, the Bill will codify the common law; repeal the Trustee Act; and provide savings and transitional provisions for continuity and to preserve the validity and enforceability of Trusts created under the Trustee Act.The legislation also includes provisions for the keeping of accounts, impartiality, the giving of information, the separation of Trust and property, and the preservation of Trust property.The Bill also provides for the power to relieve Trustees from personal liability and indemnification of Trustees by beneficiaries, and for the settlement of actions against Trustees by alternative dispute resolution.Minister Vaz said the Bill will put in place a strong, modern, clear and comprehensive law that will support other measures for the modernisation and diversification of the economy.“The stakeholders in the international financial services sector and the domestic Trust Services providers will be supported by this legislation. It addresses the need of a modern economy in which the investment community has increased its use of Trusts as a vehicle to enhance the returns that may be earned on the assets that are comprised in the Trust,” he said.Mr. Vaz noted that the Bill includes provisions that will strengthen the regulatory environment and accountability standards to which Trustees are to adhere; and further, it bolsters the protective measures for persons who are affected by the terms of a Trust or provides services related to the Trust, inclusive of Trustees.“The measures include the appointment of enforcers to ensure that the terms of the Trust are executed by the Trustee,” Mr. Vaz said.Debate on the Bill will continue in the Lower House. Government of Canada Working Group on Canola to restore the market

first_imgOTTAWA, O.N. – The Government of Canada Working Group on Canola held its first meeting on April 4.The Government says the meeting is to resolve the market access issue affecting Canada’s canola seed exports to China.According to the Chinese Government, the recent halt of imports of Canadian canola is due to pest-related issues. “It is imperative that we find a science-based solution to this issue and we look forward to getting a response from Chinese authorities regarding the proposed Canadian delegation. Resuming canola seed exports with China is the canola industry’s top priority. It is essential for our farmers and their families, and for our entire agricultural industry.”The Working Group says they will continue to meet regularly to closely monitor the situation and collaborate to resolve this issue. During the meeting, representatives discussed the importance of focusing on a science-based solution to resolve this issue.The Group also touched on future opportunities to expand into new markets for canola and reviewed support available to affected producers.The Working Group is co-chaired by the deputy minister of Agriculture and Agri-Food Canada and the president of Canola Council of Canada and its membership includes the president of the Canadian Food Inspection Agency, the president the Canadian Canola Growers Association, deputy ministers from Manitoba, Saskatchewan, and Alberta.According to Government statistics, Canada is the number-one producer and exporter of canola in the world, accounting for approximately $11 billion of the country’s exports each year.In addition to the working group, the Canadian Government has called for in-depth technical meetings with Chinese officials, proposing to send a delegation of Canadian plant health experts to China to meet face-to-face with their counterparts, in order to identify a science-based solution to this issue as quickly as possible.Canola Council of Canada President, Jim Everson, says resuming canola seed exports with China is the canola industry’s top priority as it is essential for the entire agricultural industry.last_img read more

UPDATE – The suspect that allegedly hit two people Wednesday night has turned himself in to Police.
